Dual citizen moving back - coverage under ACA?

My sister, who also has cancer, married a Canadian citizen 20+ years ago and has been living in Canada. She has citizenship in the US and Canada. Her husband has passed away and she would like to move back to the US. She no longer works.

Does anyone know if she would be eligible to obtain medical coverage through the ACA program?

As far as I know, she would be required to get medical insurance as a US citizen living in the US. If she doesn't get medical insurance, she would be fined on her income tax return for 2015.

There is no way to get medical insurance that I know of now other than through ACA, Medicare if 65 or 2 years on SSDI, Medicaid, or through your employer's insurance program, if there is one.
